Frank was born on July 24, 1930 in Manville, Wyoming, to parents Frank and Nancy McLean. He and his mother moved to York, Nebraska after the untimely death of his father when Frank was thirteen. After marrying Debbie’s mother, he adopted Debbie, and remained close to her and her family after that marriage ended. He married the love of his life, Joan, on September 10, 1966, and adopted her daughter Lynn. The family was completed by the birth of Amy in August 1969.

The Catholic Church was a priority for Frank, and he remained faithful his entire life, serving in the Knights of Columbus and attending many parishes throughout his lifetime. He enjoyed golf and remained an avid sports fan, throwing his full support behind his beloved Notre Dame and Nebraska football teams.
